ⅠQualifications of Entering Pioneering Park

1.Identification 　　Overseas student include those who were sent to study abroad by the government or those who study abroad on private finance and have achieved a Bachelor or higher degree; those who have college background or higher degree at home and work as visiting scholars in a foreign institute for more than one year and have achieved some scientific research results; those who have gained permanent settlement in a foreign country.

　　In order to identify overseas students the following documents must be submitted: personal passport, degree certificate received at home or abroad, certificate of credit and valid certificate of working in a foreign university or scientific research institute.
Materials mentioned above should be one original along with two copies of duplicates. Applicants should fill in The Form of Identification of Overseas Students in the Yangling Demonstration Zone, which will be evaluated by the Park.
　2.Evaluating standard of enterprises started by overseas scholars

　　b. An enterprise in which the overseas scholars hold a certain proportion of its shares and assume the responsibilities or posts of chief managers
　3.Qualifications of entering the park
　　All the enterprises with overseas scholars as major launcher can apply for entrance

Ⅲ Means to start an undertaking and cooperation
　　1.Set up the enterprise with his or her own technology and funds.
　　2.Start the business with other organizations or individuals by providing technology or finance investment as part of shares.
　　3.Offer YangLing Demonstration Zone technology service and transfer.
　　4.Reyurned students can work in the zone as technicians or executives with certain proportion of shares.
　　5.Develop technology and expand market in or out of China, under the authority of YangLing Demonstration Zone.
　　6.Take the post of consulting technicians , and assist enterprises in YangLing Demonstration Zone to escalate their technology and provide them consultation and service technology regularly or irregularly.
　　7.Cooperate with YangLing Demonstration Zone to develop and study technology and break down key technical problems .
　　8.Cooperate with YangLing Demonstration Zone in managing Overseas scholars Pioneering Park or the Business Incubator .

Ⅳ Preferential Polices
　　1.Preferential tax
　　Enterprises-initiated by overseas scholars whose period of operation is over 10 years and invested by foreign merchants will be imposed income taxes at the rate of 15% .Newly-established Hi-Tech enterprises invested by foreign merchants , from the first year in which it makes profits , will be exempted from all taxes for 2 years , and will be imposed income tax at the rate of 7.5% from the third to the fifth year . With the relative departments’ permission, enterprises whose technology is still advanced will imposed income taxes at the rate of 10% within the following 3 years beginning with the end of income tax reduction.
　　In western and central China, Enterprises-initiated by overseas scholars which are invested by foreign merchants, will be imposed income tax at the rate of 15% after the implement of current preferential taxation polices.
　　Overseas talents-initiated Hi-Tech enterprises which have no foreign capital will be imposed income tax at the rate of 15% on condition that they are authorized by government Newly-established enterprises, from the first year in which it put into production, will be exempted from all taxes for 2 years .
　　2.Preferential House Rental
　　The Pioneering Park provides low-rent room to enterprises launched by returned students In the first year after launching, rent will be exempted for a certain floor space of the buildings of business operation , in the second year , the building will be charged at the rate of 40% of the market rate , in the third year , the charge will be 70% .
　　3.Set up incubation funds and encourage overseas scholars to establish enterprises. A fund of 4 million RMB will be provided to encourage overseas scholars to establish or lead to establish hi-tech enterprises, or invest in enterprises in the Demonstration Zone. Those who invest more than 300000 RMB in the Zone will get a free financial support in proportion of 5%-10% of their total investment.
Ⅴ Services
　　1.Free and convenient Entries and Exits
　　The Pioneering Park provides returned students with comfortable living and working environment , and ensure their “free and convenient entries and exits “ .
　　2.Industral and Commercial Registration
Returned students whose registered capital totals up to 10,000 dollars or 30,000 Yuan RMB will enjoy preference over others. Industrial and Commercial Bureau formulates this regulation based on relevant criteria’s .
　　3.Result Evaluation
　　The Pioneering Park will make efforts to assist specialized organization to evaluate and determine overseas students’ scientific research results, patent and inventions. It will also encourage them to take part in shares of internal enterprises, enterprises in the base or research institutes with their achievements motioned above , and they share profits and bear venture according to the principle of the same share with the same profits .
　　4.Rewards
　　When overseas students in the park make remarkable benefits in scientific and tech ological development and the enforcement of achievements in scientific research, Units benefiting from these achievements should give returned students lump-sum reward which is 10% of newly-increasing profits .
　　Once returned students make outstanding contributions to scientific and techn ological development , and acquire outstanding economic, social and ecological benefit , the Pioneering Park will report to provincial government for special rewards . They will be entitled excellent specialist and enjoy a special allowance from provincial government. The provincial government will break a rule to honor them profession titles for sci-tech personnel according to their true professional technology level and work achievements .
　　Hi-Tech enterprises initiated by retarned students with sci-tech results of international level will enjoy a set of rent-free house in 3 years in YangLing Demonstration Zone , with sanction of the authority . Enterprises will own the property right of the house . when the total of their taxation in 3 years amounts to 500000 Yuan .
　　5.Finance Support
　　When overseas talents start undertaking in the base, the Administrative Committee of Yangling Demonstration Zone and the Pioneering Park will provide them with various kinds and levels of service in investing and raising funds. The Pioneering Park will assist them to apply for innovation funds assigned to national medium and small sized enterprises , and to apply for national and provincial major industrial project funds . The Pioneering Park also offers assistance to enterprises in the base to obtain . venture investment , to apply for bank loan , to combine social capital with projects of enterprises , and to put enterprises into market .
　　6.Arrangment for Families .
　　When returned students who are not natives of YangLing work in the park, they, together with their families, are free of paying for living in this area. Their children have priority in entering primary schools and high schools .
　　7.Other Services
　　The Pioneering Park will offer assistance to returned students in registering with Industrial and Commercial Bureau and Tax Authority . The Pioneering Park will also help Hi-Tech enterprise with application and yearly inspection, and provides service of veuture investment for projects , training of executives and technicians and other commercial services .
